Connection problems

Anyone knows something about this?
It occurred to me two times now. I query the MS and see a lot of servers, then, sometimes, there is a new server with people there and i try to ping it and it returns a error message and if i try to connect it canīt too... The well established servers never give me this error, so i was just wondering what it might be...

I would think it is because they are not entering their ip addresses in the setup screen on their server correctly. Have seen this with new servers a few times and when have caught up with the server admin on another server this has always been the problem.
